Where to see in work the functional "comments"?

Hello,
I can not see the functional "comments". Where they should be and how to enable them?

You can enable the comment function from Easydiscuss > ACL > (choose user group) > Add comments as in my screenshot: http://screencast.com/t/fsORIniU .
