If you mean adding a Terms and Conditions form for users to agree before commenting, you can find the page to Enable Terms and Conditions at your Komento backend settings. Head to Integrations>yourComponent>Layout>CommentForm(refer screenshot). You can also configure which user groups the TnC form will appear. Hope this helps.
