I am really sorry for the delay of this reply as it is a weekend for us here. I think there's some grammar errors on the text and this will be fixed in the next release. It basically means that if the checkbox is ticked, all existing items that has already been created will be reset to your new privacy settings as well.

you mean that what i post (updates , photos , links , .....etc) on the stream will take the new privacy that i set (with tick this checkbox ) !!!

Yes, that's correct because some users might prefer to leave the previous items as it was.
