I believe the Registration Requester is a pop-up that a user sees the first time they visit the site/community, similar to when visiting a user's twitter page for the first time (the Sign-Up lightbox/pop-up window).

You might have come across some sites that when you visit, directly pops up a register/login window before user even clicked any where or started navigating. This module serves that purpose. Just add the module to any page you want and a guest will be prompted to that pop up when they visit the page.
