Now, i am able to login at your site backend.
I've tried to upgrade Payplans at your site and it's updated to version 3.7.1 without any issue.
I didn't hit the issue you mentioned above, Please take a look on this and update me if any issue persist.

Can you look into another, related issue? Notices for membership renewal we’re not sent to users. They appear in the log but did not get sent. Is this related somehow? Do they work now?

Also, if this gets fixed, how can I send them out again?

I've checked and found that you have setup notification emailer app for pre-expiration notifications.
As per logs it seems fine, emails are sending properly. Do you mean no user get this email ?

Actually logs saying email sent successfully. I've done some changes at your site. Can you please test again this issue.
Also check for email in spam folder.
