Currently I'm using chrome app in the version of 63.0.3239.111
Perhaps, can you update your chrome app into the latest version and see how it goes?

I have recently updated Chrome to version 63.0.3239.111. In addition, I tested on a new Samsung tablet in a shop, whether the video can be viewed. The result: Neither on the phone nor on the tablet, the video is loaded.

As we do not enough resources to test this using samsung tablet, I've tested my colleague's samsung galaxy s8
it seems to load the video correctly
