Video hashtags: Don't allow users to create new (use existed only)

Hello. Is it any way to disallow users Crete new HashTags in video add form?
And allow users to use only allready existed hashtags?
Know there is no video's hashtag manager in backend But may be... Admin can add few hashtag by editing existed videos.

Hi User,

Currently it is not possible to disallow tag creation on the form while allowing the usage of existing tags. The only option available is showing/hiding the tag form.
