I did tried to upload one of the small video, it seems work fine, you can check my attached screenshot below.

Perhaps you can upload your small video into your file server directory folder, so we can try download it and try to upload in your site and see how it goes?

It actually depend on what size of the video you upload, if the video size larger, it will took some time to upload, once it upload finish, then it will start proceed to encoding the video from your server.
