Users have to tick the 'Terms and Conditions' even though we disabled them!

Hi there,

I am not sure what is the cause of it but we are running the recent ED and for some reason even though we disabled the terms and conditions in comments, it still asks users to tick it.



Any ideas?

I've checked your site and seems like I have no issue to post a comment. In other words, no message asked me to tick term and conditions. Did I missed anything? Please advise.
