I have the "User" Video App enabled and the Stream Filter set to yes but there is no video filter in my user profiles.

The filter only appears when there are stream related items to that particular filter for the user. If it doesn't have any video stream items yet, the filter won't appear because there is nothing to be filtered anyway.
