Unfortunately right now we do not have such feature to reset points for users However, this is actually a pretty good idea and I will see if there is anything I could do to add this on the next release or 2.0

I have just installed ES 2 and cannot see any way to reset the points under Maintenance. There is a script "Merge Users Points History" but I am not sure exactly what that does and it is not documented.

Having been testing ES on a development server I would like to reset the points and then allocate them manually to some users (I know that can be done). Is it possible to reset them please?

There is no way to reset points for all users on your site. You can only reset the points on the user's listing at the back end of EasySocial.
