I want when user will publish his article on EB he must request approval from the SU.
how to apply the rule to certain users (not all users) ..?

You can do that by turning off this option: http://screencast.com/t/lxgMsTQZbdT in Backend>Easyblog>ACL. Hope this helps.

Hello Ferlin,

My colleague is right, you could create a special ACL group and add the specific user that you would want to moderate to the group and disable the publishing option.
