User group labels are not showing in the Users list (tab) despite having set up 4 groups (with one unpublished).

Since I clearly don't understand your issue, could you please confirm that the following reply is what you're referring to? If not, please provide a screenshot that explains the issue.

It is not possible to view the user group label on the user list tab (front-end). Please see my screenshot.

Instead, you can view the group label displayed next to the username by clicking the particular user name from the user list page. I've attached a screenshot for your reference.
