User don't get UserPoints when comment Achievements stream item

Hello.

1) When user comment Achievements stream item, he don't get any UserPoints (but it should).

2) in this case does stream item auto get userpoints when somebody comment it or react to it?

Are you referring to the stream item owner getting points? If that's the case, currently this stream type(achievement) is not supported.
Stream item owner gets points only if other users react on the following types of stream item.
- story, video, audio, photo

Users who post comments only get points when posting on the following: video, audio, photo, poll.
