Correct me if I'm wrong here, do you mean you want user can use conversation each other even though they are not friend yet, If yes, you can enable the setting http://take.ms/F5vpT Allow Messaging Non Friends
Perhaps, I've misunderstand you here, can you explain more and give us some screenshot, it will help us a lot
