It seems the user has hidden this type of stream item from the stream(http://take.ms/HPO1Q). You can check this under Activity Log(http://take.ms/aZQH5). This is why the user is not able to view this type of stream. I have helped you unhide that type of stream item so it's visible now(http://take.ms/zzeXR).
