User cannot vote on a Feature Request

Hello,

In the comment of a feature request, a user indicates that he cannot vote.
It's strange. Why can't he vote ?

impossible to vote here, the button says "voting is desabled for this feature request", can we know why?

Voting is only allowed by users with a valid subscription. If they do not have a license, they will not be able to vote or create new feature requests.

Otherwise, one can just create tons of account to create phantom voters.
