I have a user who cannot create a new photo album on his profile. THe button is there, but nothing happens when he clicks it Has anyone else every reported this, and is there any way to try to fix it since it seems to be just this one user?

Yes, that button. The only thing you're missing is that this issue only affects one user (that I know of) - IvyEducatedMusician. It works for everyone else, including you.
