I have the blog app enabled for User Profiles however, in the "Story Form" I have it set to NO so that the creation of blogs is disabled. However, in the left panel under apps the Blog App appears and if clicked the user can still create a blog.

I would suggest the following:
1. Add a new setting to disabled the addition of blogs from both the app and the story (prefered)
2. Adjust the current setting to include both

Unfortunately, currently there is no setting to disable the creating blogs from the apps currently. The current setting that you have disable it is for the story form which, it is the default behavior. I will extends your suggestion to our developers and will keep you update on this

Thanks Muhammad, that's the conclusion I came to as well.

I will go and hack the code to disable it and drop it in a template override for the time being.
