This feature is enabled in the backend but i don't see a blocking link/button on any users profile. how do I set this up?

It looks like the Wanderers template isn't updated with this feature yet. This will be fixed in the next release of the Wanderers template.

Frosty theme is displaying this functionality without any issues at all. I believe it's because you are using an older version.

what you mean please " older version" ? are you meaning all the software or just the theme ?

i was on 1.3.6 and did not see the block option event it is enabed on the my backend , (i purchased the 1.3.6 and start use it not older)
i downloadede the 1.3.7 version and will install it . i will check and tell you .

I have tested this on my local instance and it does render the "Block User" when I view another person's profile.

No, it wouldn't. Wanderers uses a different template.

Regarding your above issue, I've checked your site and it seems like you've a custom css code from your Joomla template which actually 'hide' the div block where the 'block' button was reside. Please see:

You can find the css code at your Joomla template css file 'JOOMLA/templates/zenbase/css/rtl/template.css' at line 5902
