Upgrade to latest version is breaking site and not working

Hello,

I tried to upgrade to the latest version and it broke the page and was stuck for a long time. I then tried to upgrade via the Joomla system but that too did not work.

Can you please upgrade for me? This is a development site using Joomla 3.

Details are provided and the site is backed up and ready to go.
