In case of Paypal payment method, cancellation not supported thorugh their api , so user/merchant need to cancel the subscription from their account.
When user upgrade existing recurring subscription then it will check if payment gateway support cancellation through api or not , if not then one email will be sent to user and admin that they need to cancel their ongoing subscription to stop further payment.

Let me know have you cancelled the previous subscription from paypal account or not.

Doesnt matter about mail. Thats means we must cancel his current subscription manual from our paypal account?

Yes, subscription need to be cancel from paypal account. Either user or you (merchant) can cancel their on going subscription.
As i explained earlier because paypal don't support cancellation through api that's why manual cancellation needed.
