How do I make the rules ? Do I make 1 rule for each upgrade ?

With Apply on Selected Plans do I select the plan that can be upgraded and with Allowed Upgrades select the plan they can upgrade to ? Or plans

You can simply go to plans> upgrade and create new upgrade rule: https://take.ms/V3Imx
And it is not necessary to make each upgrade rules for each plans if multiple plan have the same upgrade plan.
