You can configure them here http://take.ms/tqsAa. So if you set those categories as container, those categories will not be able to select and create any related pages/groups on that categories but you still can create them(pages/groups) on it(container categories) sub categories.

Please give it a check and see how it goes.

I have a category, "Dogs for Sale or Free"
I have 49 groups assigned to this category.
I have a profile type, "Breeders (No Page)"

I only want users with a profile type "Breeders (No Page)" to be able to post to this group but I want any users to be able to see the group posts.
