This error occurs because this rule already have in database. When you re-install back this rule without uninstall the old rule, you will hit this error unless the rule has different command. The empty error message is because there is no rule installed.

Yes, but I figured that y'all may want to actually have the error message say something like "Duplicate Rule already in Database" or something besides just a red empty box.
