Unable to download attachments while SEF URL and URL rewrite are on

As in subject... once attached any of allowed files and SEF + rewrite URLs are on (General settings of Joomla) - usurers cannot download attachments.
Once these settings are off - everything works fine.
Please advice

Just updated my previous post.
What's interesting... i have similar issue with EasyBlog while SEF and URL rewriting are enabled. I cannot load composer properly on frontend. Once disabled - everything is fine... hm... maybe I should disable that for good Google says it's irrelevant now for them. (?)

I am really sorry for the delay of this reply as it weekends for all of us here.

It seems like I am able to download the attachment now on your site, http://screencast.com/t/ZwW4rUiN9r . I am also able to open your composer without any issue while the sef is being turned on. May I know have you done something on your site that fixing the issue?
