Regarding your inquiry, actually that is the default behavior where only one member can be added to a task. This is behavior generally used in ticketing/task ( e.g: git)

Also, when people are added as responsible for the tasks, are they supposed to get a notification that a task is due, or overdue?

-> The responsible to a task will not get a notification as the task is due or overdue.

Ah, good to know the designed behavior. One improvement might be that when you add a new person it replaces the first person added. As it is now, it's a bit fuzzy in the experience and appeared like a bug from my perspective.
