This can be translated in EasyBlog's language file. Just edit the file /language/en-GB/en-GB.com_easyblog.ini and search for the string COM_EASYBLOG_TERMS_AND_CONDITIONS

Unfortunately, it is not possible to make multilanguage for term and condition content currently.
Where you can just edit the content in the setting:
1. Click EasyBlog>Settings>Comments>General>Terms & Conditions
