To change this string into Norwegian language please find this file Your_joomla_folder\language\en-GB\en-GB.com_payplans.ini
and in this file search for COM_PP_SELECT_COUNTRY and replace this string with Norwegian text.

You can also create a language override file so the changes won't get effected if you update the payplans, Refer to this documentation to know more:https://stackideas.com/docs/payplans/administrators/customization/creating-language-overrides.

Yeah, the funny part, my English language file of PayPlans does not contain this string.

It's strange that this language string is not in your language file. Might be this file not updated properly when you updated the PayPlans. For now, find attached language file and replace with below mentioned file path.
Your_joomla_folder\language\en-GB\en-GB.com_payplans.ini

In attached language file, i've already changed the text in Norwegian Language.
Do the changes according to your need. Update us if still issue persist.
