Language files for apps are not available to translate on our translation platform CrowdIn.

You would have to manually create a new file. Then copy the contents from the following file into the new file.
JoomlaFolder/administrator/language/en-GB/en-GB.plg_app_user_blog.ini

The new file should be in the following path(example for FR). You can then start to translate it.
JoomlaFolder/administrator/language/fr-FR/fr-FR.plg_app_user_blog.ini

Hello, I was just asking for the translation chain, to do the translation, not translate everything. I can not translate directly by substituting the languages of joomla?

I'm not sure what is 'translation chain', or channel. I thought you were asking about our translation platform.

If you are asking what is the language constant responsible for that string, then you can refer to the following.

APP_USER_BLOG_PANEL_TOOLTIP="Create Blog"

You can add this to Joomla at the language override section.

yes it is the constant language that I wanted, but I just saw that it is already translated into French (see photo) but is not taken into account on the site (see photo), do you know why is there this problem? Thank you.
