For now, to fix this issue at your site, find attached file and replace it with the below-mentioned file path.
root\plugins\payplans\tos\tmpl\form.js

After applying the change, please take a look at this issue again and update us if still issue persists.

I've move the customization in production but I'ce some glitch fot tos.
Can you please check again?

FIrst time the checkout page was loaded the button is active. If I click on tos and click again the button is disactive.
I put the link in hidden field.

I am able to replicate the same and fixed this issue internally also.
To resolve this issue, find attached files and replace them with the below-mentioned file path.
root\plugins\payplans\tos\tmpl\form.js
root\plugins\payplans\tos\tmpl\row.php

Go to the file path root\language\en-GB\en-GB.com_payplans.ini, add the below-mentioned language string at the end of the file.

COM_PP_APP_TOS_SELECT_TERMS_AND_CONDITIONS="Please select Terms and Conditions first before checkout"

After applying the changes, please take a look at this issue again and update us if still issue persists.
