It seems you have enabled the private posting earlier from the setting. Now this option is disabled.
Can you confirm you changed it now.

When I try to update the topic not to be private it is still private.

While checking your site I found that in the category edit page "Enforce Posts To Be Private" option was enabled, so all the post posting under the category should be posted as private, user can not see the option to set private. Now it's disabled, you disabled it?

If you don't want to private posting then disable this option. Earlier this option was enabled so users post was created private.
