I am really sorry for the delay of this reply as it is a weekend for us here. Can you please be more specific as to which tooltips are you referring to here? Back end or front end?

I can see no tooltips showing on your demo front page dashboard. No tooltips on story form, toolbar, notification module etc.
This is only for Chrome browser. 2 other browsers I checked (FF and Edge) showing fine. Also Chrome shows tooltips fine on 1.3.x version..

Due to our customer feedback, tooltip for touch devices don't make any sense hence we disable tooltip for touch devices. I will log this issues into our codebase.

I am sorry but I don't understand your answer. Just because my laptops happened to have touch screen it does not mean that I don't use them mostly as normal laptop devices.
Additionally, tooltips don't show ONLY in Chrome browser.

What my colleague was trying to say is that our scripts does not support tooltips on touch devices. Although you don't use the touch device, your screen is known as a touch screen device. Hence, it does not appear.

Having said that, we have also applied a fix internally and in the next release, 1.4.5 the tooltip would appear for you
