Have you tried to enable toolbar from the backend > easyblog > settings > layout > toolbar, http://screen.stackideas.com/2015-03-20_1034.png
and from backend > easyblog > ACL > public > access toolbar, http://screen.stackideas.com/2015-03-20_1035.png ?

If yes and the problem still persist, perhaps you can provide us with your joomla backend and FTP access so we can help you to identify the issue

Thanks for the ideas. I found the area in the first photo easy enough. However, I can't seem to find the area described in the second photo. I'm using EasyBlog version 3.9.22295. Are we speaking the same language?

Try run this sql in your site, and replace the #__ with your database prefix.

INSERT INTO `#__easyblog_acl` (`id`, `action`, `default`, `description`, `published`, `ordering`) VALUES (37, 'access_toolbar', 1, 'If allowed, user can view the toolbar on the site.', 1, 0);

After you done it, try to to your backend > easyblog > ACL > public/guest > access toolbar - YES, http://screen.stackideas.com/2015-03-20_1035.png > no matter what just save it.

it should fix this issues. If the issues still persists, can you provide us with your Joomla backend and FTP access so we can help you check on this?
