I am really sorry for the delay of this reply as it is a weekend for us here. You may actually add the "Terms" custom field into the workflow that you are using. This way, during registrations, users would need to accept the terms and conditions set on the site.

To access the workflows, you can find it from the back end under Custom Fields > Workflows, http://take.ms/8My4P
