I cannot replicate this login background issue on my local. By right, you can use any the login background size and it will fit to the wrapper automatically. Perhaps, you can provide us with your site access so that we can inspect this issue directly.

Regarding your second issue, I have informed our developer regarding this and it will be fixed in the next release.
