Tax not being applied when country is selected

Hi, I have noticed there is no Tax being added at checkout, I have created a Tax Instance for GST (10%) and applied it to Australia but when I test it front end the Tax is not added. i have made a video to show exactly what is happening and how I've set it up.
It seems like you have turn off all those Payplans script setting from backend Payplans configuration page, you can check my attached screenshot below.

I already help you enabled it back, it should work fine now.
