The user can only add tags if the tags permission is enabled in the usergroup ACL setting.

I do not see the character field there and I do not know where the error is.

Regarding the tag, it only allow user to add into the topic instead of the reply form.

I am sorry that it might be I didn't explain properly in my earlier reply, what i mean is "Add tag" only available when the user create a new topic on your site, this will not allow user to "Add tag" into the reply.

The user who enters the question will never fill out the tag because it will not know how.
It should correctly add the tags to the lady who is in charge of answering questions.
This can only be done from a backend and that's unclear to her.

May i know whether you have enable this settings http://take.ms/sRgKZ or not? If yes, I would advice you to re-edit those post and add those tags your required there. But first, you have to make sure you gave permission under ACL for that lady user group as you can see here http://take.ms/swEHG.

Yes it is. Currently, you cannot add tags on your replies as those tags feature only for Questions/post.
