If I choose Tags from the toolbar I see a big list, many (or most) of which have no posts associated with them.

However, if while creating a post, I click the little tag icon right at the bottom, I get a list of tags, but not all the tags I see when using the toolbar link appear there. Why? How can I make all of them show?
