T&C page jumping - long T&C Text

For the T&C display window for Comments, it is jumping around and the user can not read the top few paragraphs nor the bottom few.

How to fix this?

At first I was getting the old page, but then I cleared cache in Browser settings and it now works as per your screen shot.

Hello Mark,

Could you please remove the 
<br />
tags or new line for your terms and condition to make it fit in the popup, If it still doesent fit the page provide us with the Joomla back end access as well as the FTP access so that I can apply a CSS hack.
