We are having issues with PayPal in PayPlans and are thinking of moving towards using Stripe. I cannot see the Stripe app When I chose to pick a new App. It is available yes? running 3.0.9 of PayPlans and Joomla 3.2.4

Stripe apps only available on Payplan v3.1.x and above only as you can see here http://take.ms/oVzY0. I would advice you to upgrade them it latest in order to get it latest bug fixes and update.
