Support the Inclusion of All Site Users for Contacts List

Where a site has a closed community and doesn't need the Friends system, it'd be useful to allow all users to show in the Contacts list, especially for group chats.
Thanks for your suggestion David, we will see if there a lot of user request this feature, we will definitely consider implement this in the future version.

Thank you!! Doing so would render the auxiliary plugin "First Automatic Friends" unnecessary for this situation. I wouldn't mind paying to fast-track the feature, either!
