SuperUser can't edit, delete group's discussion

Hello.
1) login as superuser (or administrator)
2) navigate to discussion, that was created in another user's group (by another user).
Result: There is no "..." button that open dropdown menu and allow to edit or delete discusssion.

Hello. I just noticed that this issue was not fixed in 3.1.4.
SuperUset atill can't edit Group's discussion if he is not group's member.
I'd like to remind in case it's lost. Thanks
