Sorry, I'm a little confused.

Is there a global setting to allow people to subscribe ONLY. I don't want anyone to be able to blog or change settings just to subscribe for notification purposes or make a comment.

What setting/s will allow only this?

I'm sorry but there is no global setting to do this. However, it can be done in a different way. You don't want your users to post a blog, edit setting, right? You can disable some options in Components > EasyBlog > ACL > Registered. http://screen.stackideas.com/2015-02-16_1215_001.png . This will prevent the user from creating any blog post. And for the edit setting, I believe that you are referring to edit profile. You can disable this option in Components > EasyBlog > Settings > Layout : http://screen.stackideas.com/2015-02-16_1219_001.png so that the user won't be able to click on the Edit profile link.
