Stream: User get the same Badge few times

Hello. Issue is with “Search Engine” badge.
Before I used 100 in settings (frequency).
Yesterday I changed it to 50.
Today this user https://crimson-land.ru/community/23136-maxxx
get this Badge 3 times according to the stream (to be correct: 3 stream items was created at the one moment).

That strange, I did tried in my locally but I can't replicate this issue.

This is what I tested :

1. set 'Search Engine' badge to 50 (frequency)
2. Logged in as one of the registered user and search like around more than 10 times
3. Then I change this 'Search Engine' badge from 50 to 10 (frequency)
4. Then search something on the page again, I only get 1 achieve badge stream item.

May i know is it only this specific user having this issue currently?
