Currently, I would like to test and replicate it but we do not have a Windows 7 machine to test it.

Based on my Windows 10, we are able to add specific Chinese language into the keyboard (Kindly refer the picture) but I was unable to see is there any language package for this specific Phonetic input.

Perhaps you have an idea regarding this how to add this Phonetic input Chinese language in Windows 10?

Oh, you can choose tranditional taiwan.

It seems like there got some issue from Windows 10 unable to download this Tranditional Taiwan language package and we tried all these suggested solution also no one can work for us.

I will keep you update regarding this once I find out one of the Windows 7 machine from my friends.
