There is no setting to set the sorting tag by weight in desc order at this point of time.
Where you need to change the order in this file:
.../components/com_easyblog/views/tags/view.html.php

This default order setting is not friendly. Will it be changed in later release?

I've logged this into our issue tracker
Our developer will take an action for this.

.../components/com_easyblog/views/tags/view.html.php

You're suggested to backup the file that you want to replace beforehand for precaution
