Some users can publish videos some can not?

Hello SI Team

Sorry really stupid question.
Where do I allow / disallow users to publish videos?

As of now some users can publish eg "exampleone" and some can not eg "BRUCE"

I know there must be a setting some where (for different users/profiles) but can not find it?

Thank you for pointing me in the right direction.
Turns out that I kind of had everything set up correctly....
BUTTTTT had a video limit set up!!!!
This meant that some people had reached there limit and could not publish.

My bad.
