Is it possible to moderate page creation (at least for certain page categories)?

Unfortunately, you can achieve that currently as we only check based on user group only. Sorry for any inconvenience.

Is it possible to mark pages as verified by owner?

Yes you can but you have to buy "Operation Hours (v2.0.3)" first and install them on your EasySocial>Applications. You can buy them at https://stackideas.com/apps/item/3339-operation-hours
