The backend settings only sets the "default" value while the frontend allows user to set it again.

The frontend values overrides backend value, and in this case, the frontend has set to Yes.

I disabled Group Task and discussion complately. So, notifications related to task and discussion must be hidden

Unfortunately the alert rules doesn't work this way currently.

It directly loads all the rules that is available from the database where app/field is not tied in to account here.

We will have to add a "published" state in the backend for alert rules in the next release.
